If one body is at rest and we try to move it, then it will resist.

Physics
Forces and Motion
Newton’s Laws of Motion
Elimination Tool:
Until you or something else moves it, an object will remain where it is placed. Dust particles, for example, remain motionless until a carpet is shaken.
Motion inertia: Until a force acts upon an object, it will continue to move at the same speed. (For example, when a car stops, the body moves forward).
Newton’s first law of motion is obeyed by both inertia of motion and inertia of rest. While inertia of rest requires the body to be in a state of rest, inertia of motion requires the body to be moving and moving uniformly.
